FY2025 Philadelphia Streets Department Budget Proposal
PROJECT SUMMARY: In fall 2023, the Philadelphia Streets Department Capital Planning Team developed the Department’s annual capital budget proposal, incorporated into the mayor’s Fiscal Year 2025 budget proposal. The Department’s FY2025 proposal included $47.3 million in City funding, anchoring a total Department capital budget of $1.2 billion.
The Streets Department’s mission is to provide clean, green, and safe streets in a cost-effective and efficient manner. The Department constructs and maintains the City’s transportation network and provides solid waste management services for the public health and safety of Philadelphia’s communities.
A historic key to the Department’s success is its effectiveness at leveraging local match funds to earn external grants. For example, bridge funding in the proposal is supported by 80-95% grant funds. Other leveraged projects include citywide street reconstruction, Roosevelt Boulevard Improvements, and the Transportation Engineering and Restoration Fund.
The Capital Planning Team developed the FY2025 Department capital budget proposal by assessing capital needs, existing funds, estimated carryover and external sources; developing budget scenarios; and aligning scenarios with Department goals. The budget was submitted in fall 2023, incorporated into the mayor’s budget proposal over the winter, and adopted by city council in July 2024.

ROLE: I led a team of transportation planners in developing the Streets Department Budget Proposal. This included project management, data collection, stakeholder outreach, and capital planning. I supervised planners in conducting geospatial analysis, developing a project prioritization methodology, scenario planning, and budget analyses.
