Walla Walla Valley Rural Mobility Strategic Plan

PROJECT SUMMARY: The Rural Mobility Strategic Plan (RMSP) identifies transportation service needs in the rural areas of Walla Walla County, and proposes strategies to expand services, improve information accessibility, and enhance coordination across multiple agencies. Currently, public transit services are concentrated in the cities of Walla Walla and College Place, and limited for residents living outside the urban area. The Walla Walla Valley Metropolitan Planning Organization (WWVMPO)/Sub-Regional Transportation Planning Organization (SRTPO) Policy Board adopted the RMSP in February 2019.

The RMSP Executive Summary highlights the principle components of the Plan's two technical memos. Technical Memo 1 reports on the project’s Needs Assessment and Gap Analysis, and Technical Memo 2 outlines recommended strategies to address identified needs and gaps. This adopted plan establishes eligibility for grant opportunities, to fund strategy implementation.

TEAM: Nelson\Nygaard

ROLE: As a member of Nelson\Nygaard’s project staff, I reviewed preceding plans and policies, analyzed transportation services to assess existing gaps, facilitated stakeholder meetings, administered an online public survey, produced maps, and wrote plan documents. With successful delivery of this plan under budget, I also provided a supplemental analysis of revenue potential for a public transit benefit area (PTBA) expansion, at the request of WWVMPO/SRTPO staff.
